Imagine lava for a moment. You know how lava blocks have the same level of brightness no matter what environment they're in? There should be a way to make certain player skin pixels disregard shading so that they look like they're glowing. It doesn't necessarily have to emit light like lava does, but it just needs to disregard the shading.
I thought of a potential way to implement it into the skin file. There could be a separate group of head, arms, torso, etc. sections where you just draw masking pixels that signify whether the color on the corresponding skin is "glowing" or not.
