My best take on Skullomania from Street Fighter EX. If I can find a better digitized version of Skullo, I'll rework this one; his patter is hard to shrink down because it's so complex. Hard to tell that it's actually Skullomania. I may throw up a version of him from later games, where he gets the belt and cape and what-not.
