It's Holo (ã ã pronounced Horo) from Spice and Wolf, one of my favourite animes.
This skin is pretty much just like the Holo from the anime version of Spice and Wolf. She has her blue blouse and dark indigo dress with the burgundy-red sash.
I tried to model this as close as I can to the anime version of the clothing set. It's my personal favourite skin.
