Chrono from the SNES game Chrono Trigger.
My contest entry for January's skin contest: Video Game Characters
The colors on the skin versus the image shown here are a little off, but between fan art, the actual game, and art from Square Enix do leave a lot to question with exact colors. The skins is recognizable, so that's all that really counts.
