Extra Stage boss Flandre Scarlet, from Touhou Project 6th.

Her wings are not good. They are a little difficult to pull off, but was, I think they mean. (^ ^;

Keep in mind her official art has been used as a reference. It is she is not like Mary Janes and red, that is the reason to wear socks. (^ ^;
