After Dalek Conn had been found by Darvos, he set two plans into motion. The first was to send the former inhabitant of worlds Darvos had stolen from time for the Doctor to find. The second was to create his own new daleks.
He created seven new daleks, each designed to continue the dalek race in a nobler path, and sent them across the multiverse.
The first one landed in on the planet Oa, and took its identity from the information that surrounded him.
