Hugo works at the docks. His arms, replaced by cybernetic enhancements increasing his stength hundred fold making his job as a dock hand even greater. Hugo isn't the most intelligent person, which is why he sometimes uses his arms to rough up anyone his boss doesn't like. However he knows good fashion and is not seen without his lucky bowler hat. With arms of steel, Hugo is the Lifter.
