Neuro Hazard was ordinary diver until he was caught in an under explosion from an experimental bio-bomb from the government. With his damaged brain he set out to live under water full time and hunt down the U.S.S Plentiful Harvest to exact his revenge on those who created the monster he is. Preview isn't working i redesigned the hat feature to be just the tubes on his helmet.
