It's Rin Tezuka from Katawa Shoujo! I dunno, I kind of have an obsession with her, and just had to make this, I even use a texture pack with Katawa Shoujo images for pictures. No, the character does not use it's feet, and I wish I could have made the arms a little more realistic, as well as capturing that dream-like essence about her, and the emerald gaze she bestows, half-heartedly.
If you use, give credit or something like that, because this took me a lil' while, partially because I fell asleep making it and rubbed it out in my sleep.
