This is Arnold Rimmer, from the TV series and accompanying series of books Red Dwarf. He's a hologram: an explosion on the ship he works on (bearing the same name as the book/TV series themselves) rendered him deceased, but thankfully, the ship's computer brought him back to accompany the person on the ship he hates the most - Dave Lister, a slob, who happens to hate Rimmer just as much.

Unfortunately, I didn't have the space to make the H on his head a proper one, or add more detail to his Space Corps medals. :c
