Tempest Guard

The residents of Minecraft are usually considered helpful to others in at least one way, but the ones that are utterly useless are taken in by the government and turned into Tempest Guards which are highly protected people who are sent to destroy or arrest any people who commit crimes.

The neon lines on their armor actually forces them to do their job and if they fight against it the armor shuts down and traps them.
