Tiki from A LOT of Fire Emblem games (including Shadow Dragon, Awakening, Ankoku Ryu to Hikari no Tsurugi, Monsho no Nazo, and Shin Monsho no Nazo ~Hikari to Kage no Eiyu~). This happens to be her design from Awakening and unlike the other Fire Emblem games she's in, she's an adult. Tiki is a Manakete which is a type of Dragon-Human hybrid and can transform into a dragon (kinda neat huh?) If you have any ideas for this skin or any others I've made or any you want me to make, please post a comment here, on my blog post or any of my other skins if your request contains spoilers for ANY video game / book / whatever PM it to me.
