Falmer

Finally a new skin, well this is a Falmer, they were once Snow elves that ruled Skyrim but they were driven out by Ysgramor and the Nords, They Retreated underground where they stayed with the Dwemer, however the Dwemer betrayed them and forced them to eat a toxic mushroom that Blinded the falmer, years of enslavement and torture twisted the Falmer into cold uncaring creatures that now roam the halls of what Remains of the Dwemer.
