Little is known why Insurrectionists populated Forerunner ruins and artifacts. Some say to discover weapons so powerful, the UNSC would fall in weeks. Others say it is to prevent the UNSC from discovering tech, and some say its as simple as more cover. Innies like this were tasked with anti-infantry objects, and were known to wipe entire Marine fireteams out from long distances due to the incredible power of the Sniper Rifle they carry. Be careful, for a single twitch, and your head could be blown clean off.
Though unwise, these rebels have been known to take on Spartans...

---BEST TACTIC---
Seeing this as a major threat, the UNSC deployed ODST Squads consisting of 6 each to attack Forerunner installations guarded by the Rebels. When ODSTs aren't available, a number of Marine squads usually does the trick.
