Meira from the Touhou PC-98 series, she's the stage 2 boss from Story of an Eastern Wonderland.
She fights Reimu because she wants to steal the power of the Hakurei Shrine. To be honest I kind of wish she had won. I've never cared much for Reimu.
PC-98 needs more love.
