This is the Robo Cyborg!
After the 2nd Nuclear War there were no places left for humans to breath. The humans still left in the bunkers had there organs surgically removed and replaced with electro-organs, Developed by the Axis half way through the Russian nuclear strike phase. These selected few that were still alive after the process were then sent to rebuild humanity with the new genes they had implanted in them, This Robo Cyborg was one of thousands created.
