A regular person who was corrupted by a nuclear experiment who now is forced to be much shorter, After many years of survival he founded a twisted society where he made himself king.
His body and arms is his head, his legs are his shirt, pants/trousers(Depending if you amerrican on English) and shoes, he wears a massive crown as a head and hat.
