This is the skin version of Toa Nokama Hordika from the discontinued LEGO franchise, Bionicle.
Nokama was a Ga-Matoran teacher, the Toa Metru of Water, and was briefly the Toa Hordika of Water. She later became one of the Turagaof Mata Nui along with the other Toa Metru, and was one of the Turaga of Metru Nui before Teridax's reign began.
