In Fallout New Vegas' DLC Add On, Honest Hearts, you may encounter several journal logs, telling you the story of Randall Clark or as some of you may call him, the Survivalist. He basically raised the New Canaanites without them knowing. He wears this armor from the original Mojave Rangers.
