Her name is Charge or Charla whichever you'd like.

  A story (I didn't spell check >_<)

  There was once a young creeper named Charla all she ever wanted to do was to kill Steve. One night she had cornered steve during a large storm. Right before she blew up she was struck by lightning. She blew up sending steve flying over the entire mountain! Out of the ashes came a girl with electric blue hair. 

Traits: Friendly, wierd, strange, somewhat psycotic, she also has an electric personality. (See what I did there huehue I suck)

Hair: Electric blue.
Eyes: A forest brown.
Favorite things to wear: Shorts and a green t-shirt she likes to wear a yellow bow.
Likes: Heat, being excited.
Dislikes: Cold drinks.
