This is Sypha Belnades from Castlevania III: Dracula's Curse, a Nintendo Entertainment System title (NES).
Her color set comes from her Symphony of the Night "Fake Sypha" version.
She's a robed/hooded witch that works for the Church in order to clear the name of all witches, as not all witches are evil.
Thus, her skin here has a hood and a robe.
