Arece is the Sage of Cold Winds from the Abyss Realm.
He often travels to other realms to interact with civilizations, and, if in a bad mood, may bring some snowy weather with him.
Thankfully it's rare to see him unhappy.
(no this is not my OC, I made this account years after making this character, I just liked the name)
