This is Ned. He is a second antagonist in the disney movie (and my second favorite all-time movie behind frozen) Planes. He is a twin to Zed (who ARE BOTH voiced by Gabriel Iglesias) and they are both Enemy's to Dusty Crophopper. They are also both henchmen to ripslinger.
