This character be the Flying Dutchman!
He roams the seven seas scaring the inhabitants of Bikini Bottom, collecting souls and owning his on perfume shop :D.
He's the ghostliest, spookiest pirate to sail underwater and you never know where he's setting sail nest...
This skin relates to the contest in that he's a ghost, and you could be him for Halloween if you wanted...Like me .-.
Apparently what I wrote above didn't explain how it related to the contest...I guess -___-
