Vault 31 jumpsuit + parka

All the way in northern North Dakota, one of Vault-Tec's fallout vaults lie, Vault 31. Vault 31 served as a vault for the people operating the missile silos nearby and their family, and was built anticipating that they would be a prime target. The vault dwellers here are equipped with a parka and a breath-mask as well as the normal jumpsuit due to the extreme cold that exists most of the year. However after the bombs fell, some unlaunched missiles also went off, causing major damage to the vault and destroying its heating system and large amount of storage. Many died within a short period of time manly due to either the extreme cold to starvation. The few that did survive waited until summer to try and make an expedition south hoping to find food and a warmer place to stay next winter.
