This is Chanel #2 (real name Sonya Herfmann), from the FOX show Scream Queens. This outfit is seen in Episode 1: "Pilot", where she introduces herself as "Chanel #2". It is also seen in Episode 7: " Beware of Young Girls", where she is at the funeral, in her coffin.
