This is Fraaz: Master of Icy Fire. This boss is from a little-known game called The Legend of Zelda: Spirit Tracks. As boss of the snow temple, he has an elegant arena to fight in. He uses attacks based entirely around fire, ice, inflating himself, and splitting off into two separate entities. Boomerangs are fun, right? His design is based off of an octorok and a keese. If you're not a fan of Zelda, then that may have seemed like gibberish.
And as a correction to a person who saw me using this: no, this is not a fish.
