This is RAPHAEL from TMNT
Now, this relates to retro bcause it's first appearance was in 1984 (which clearly it's the 80's). They also had a game on Famicom/NES which is the Teenage Mutant Ninja Turtles, and it was released by Konami/Ultra in 1989 (which is also clearly in the 80's) and later ported on the many home computers and eventually for the Wii on the Virtual Console.
