Captain Harlock is a character who was originally in the manga Space Pirate Captain Harlock which was serialized from 1977 to 1979. The manga has had various adaptations, including some fairly recent ones, but the original anime began in 1978 and popularized this (pretty freaking epic) character. Captain Harlock has pretty much been immortalized (the latest appearance of this character was in a movie in 2013). So he's not the traditional "retro," but a part of the many cartoons that the 70's and 80's brought to the world. And I have to admit, I seriously love anime. The big hair he has is pretty retro! Oh, and of course the high-waist pants. xD
