Transparency on characters

I'm attempting to create a sort of sprite/fairy skin. The only portion of the skin that is colored is a part of the face, which is the actual fairy, the idea was to create the illusion of a small fairy floating around as my avatar.

However. Regardless of the fact that I have left all other areas blank, and have even gone so far as to open the image in photoshop and save out the png both with interlace on and off, I have always ended with the result of a fairy image on the face, while the rest of the model is pure black when I load the skin in game.

(I have even attempted using a targa extension, but you could imagine how that went)

Can I have transparency on a model? if yes, how? if no, why?

I'm relatively new to these forums, so please try not to be to harsh on me
