It's on Newgrounds.com. It's free and requires no downloads at all. No, I'm not advertising for Newgrounds,I just wanted to tell you about this game.
When seeing other user-created skins, it does give you an option to download, but you can just click Edit, then save it!
I made my Chuck Norris skin with this, btw.
