Basic US Army Soldier from the Fallout 3 DLC "Operation Anchorage". This armor is the standard combat armor camouflaged for winter/arctic conditions. All US Army Soldiers stationed at Anchorage were issued this combat armor, except the few who were testing out the new Power Armor. 
You may notice the black lines in the 3D layer of the skin, and how they look weird. That is because they are not supposed to be there. I have tested the skin out in game, and none of these lines appear on the skin. They did not show up in Gimp either, so I have no idea why they are there. Sorry for the inconvenience, just know they do not show up actual MineCraft itself.
