In the anime (which is OHSHC, the most awesome anime EVA!) she is a girl, but I put "interchangable" because, as you can see, she dresses like a boy (it's not a yuri anime! She dresses like that for an important reason!), so boys can wear this skin too.
Yes, I know her pants are different from the ones in REALITY, but it just was like that. It looks better too :3
Oh, and, you guys might disagree with this, but I think she is surely the princess (or should I say, QUEEN) of anime.
