Scourge - He's basically like the Mongolian Emperor in the Sonic Comics, but yet, he's so damn 80's he looks like he'd be Michael Jackson
To sum up the emperor of the Moebian Dynasty going to Mobius: "The 80's just called, they want their damn wacky DBZ hairdues back!"
(Also, I have this obsession with making this skin have more chains than even Medieval European Armor)
